Yes, the bottom has to be flat. Diameter not critical. It is only 1/8" deep. All the end mills I have found have a taper. Since a flat end mill may not work good for milling, maybe no one makes them? Do they make spot facing tools without a arbor hole? That may work best. I want to buy them off the shelf so that they are easily replaced when worn.
